I think that's hard to predict, but zero is certainly not a possibility.
   That can only happen if no one likes the document -- but in that case
it will fail ratification.  Likewise for the case of a single
implementation.

I think it's much more likely to be either a moderate fraction of the
implementations or a large one, depending on the final result.  If the
document satisfies a vocal majority without trying to have broad appeal,
it will be only a moderate fraction.
