Given the controversial nature of the issue, it seems clear to me that the 
current compromise language of the draft is the best one can hope for under the 
circumstances.

For this reason, consider the formal comment withdrawn.

As for my reference implementation, since I have implemented both shared and 
separate-binding semantics, I will provide a configuration switch whereby 
either semantics can be toggled, starting with its next release.
