If it were that easy, I'd have done it long ago.  Unfortunately, the
LaTeX infrastructure for the report is quite old and doesn't mesh well
with some of the newer stuff, including hyperref.  It's on my list of
things to do.  As it stands, just generating HTML takes a day for each
new draft.
