This has been brought up before, but has not yet been addressed.
Currently there is no way of restricting the import of set! just
for RUN, for example, and not for EXPAND.

There may be legitimate reasons for doing this.  For example,
someone may decide, for good reasons of their own, to restrict
use of IDENTIFIER-SYNTAX.  But if IDENTIFIER-SYNTAX is not
imported, then SET! must not be imported for EXPAND.
