Section 11.20 is not enough to infer tail contexts
and/or tail invocations of various constructs in the
standard libraries.

Some that I can think of offhand are:

   arguments of with-exception-handler
   guard
   the protocol argument of make-record-constructor-descriptor
   syntax-case clauses
   syntax transformers

There may be others.
