With practical consequences, I might add. I have had enough trouble
with programs whose "zoom in" functionality was bound to "symbol '+'
with shift pressed" or "symbol '=' without shift pressed" while using
a keymap where '+' was typed without shift and '=' with it.

Keyboard modifiers are no more related to characters than mouse
buttons are.
