Making a negative statement by appending "not" to a positive statement 
is not standard modern English. (Although it is fine in poetry, for 
example, "she loves me not", and high-school, for example, Wayne's World.)

Therefore, I would suggest that better names for 
"&i/o-file-already-exists" and "&i/o-file-exists-not" might be 
"&i/o-file-already-exists" and "&i/o-file-does-not-exist" or 
"&i/o-file-present" and "&i/o-file-absent".
