I mean cash money.   It's a crude measure but an interesting
one.

I take it you're referring to volunteer efforts.   The projects
do not all make use of volunteers in the same way, but
they are free to choose to do so -- so they are all equal in
that way.    I'll take volunteer labor as a serious differentiator
when its of a scale and nature like the Perl or Python communities
but, so far short of that, it's a level playing ground.  

Not so, with money, though.
