| You could design a process in which a single email, containing both
| the ranking and a short essay, is sent to some neutral observer(s)
| not on the SC. (At least one person has volunteered to serve as a
| neutral observer.) The neutral observer(s) could then send only
| the essays to the SC, which could exercise its judgement upon the
| essays in ignorance of the essay writers' votes.
How about leaving it up to the possible voter to choose between
sending one message or two. Those who are concerned about bias will
send two messages; those who aren't will send one or two messages.
