That's not what I said.  I have thought about it.
I cannot think of any rationale for allowing only
non-negative numbers.  As a matter of fact, I knew
about this issue when I implemented string-hash in
Ikarus and have decided that the Ikarus implementation
should return a fixnum (positive or negative), not
a non-negative exact integer as R6RS seems to require.
