Yes.
With the-language-temporarily-known-as-large-scheme (LS) being a
superset of the-language-temporarily-known-as-small-scheme (SS) on the
semantic side, no one must impose the inclusion to happen on the code
side.
I do expect some SS with low level optimisations inherent to its small
constraints, and some LS implementations that do not provide an SS
evaluation mode at all.
Yet, deciding what is in SS and what is not will deserve a whole poll
(or some proffers from the commitee) when time comes for it [1].
