Its definition is one of the things that the process should elicit.

Same goes for "groups" and their "desires".

I am interested to see how the "weighted voting model" works out.

Case in point: how many agreements on a signle definition of progress
from a bunch of nobodies has the same value as the definition from an
implementer?

I'm relying on the process people to figure it out.
