Not at all. Furthermore, I would also be happy for the default to be  
case-insensitive ASCII, provided that there was a means to ask for  
case-sensitive Unicode, and one that worked not just for programs but  
also for data. I'm somewhat suspicious of the approach taken in the  
non-normative appendix, but it would be acceptable to me.

Now, how much would it bother you if you had to ask for case- 
insensitivity in your programs?
