Eh. 'sokay. I didn't expect you to.  Obviously our priorities w/r/t 
dynamism vs. discoverability are different.  But yeah, conditional 
import is necessary for other reasons, even in WG2 scheme. 

"Embedded within syntax" is one way to approach it.  "Producible by 
syntax expansion" is another.  Either will work, without requiring 
the more radical propositions.
