That makes sense to me.

Closing the voter registration when the draft is published
will disenfranchise those who hadn't been paying attention
and learn about the registration requirement only after
they are awakened by the buzz that will follow publication
and discussion of the draft.  It is unclear whether the
Steering Committee would consider that a feature or a bug.

Will
