   That makes sense to me.

   Closing the voter registration when the draft is published will
   disenfranchise those who hadn't been paying attention and learn
   about the registration requirement only after they are awakened by
   the buzz that will follow publication and discussion of the draft.
   It is unclear whether the Steering Committee would consider that a
   feature or a bug.

I'd be curious what others thought about that.  In my -personal-
opinion I'm not very concerned about disenfranchising people who don't
wake up to what is happening until the final draft appears.  But I
would also be content if we allowed voter registration to continue for
some fixed period -after- the Editors submit their final draft -- one
or two weeks, say.
