I suppose.   I realize that by default that makes it a non-starter.

Legalisticly  speaking, I'm not sure that the  charter needs revision.
That is, existing options could be exercised to achieve the effect of
my proposals by creating supplementary processes -- as I understand
it, the existing literal language of the charter is flexible enough to
permit this, if there was consensus among editors and steering
committee to go in that direction.

Is that really the most interesting question?
