Is the registration process currently open?
It is not.
But you remind me that the discussion period (for the ratification
protocol) ended on April 15th. Only two comments were made. Will
Clinger commented on the timing of the process. Tom Lord proposed
procedural modifications that would require changing the charter.
The Steering Committee is not willing to contemplate any changes to
the charter at this point. But adjusting the schedule to delay the
end of voter registration until after the proposed final draft goes
public seems like a reasonable change.
Therefore I have prepared a new version of the document at
<http://www.r6rs.org/ratification/>. The only changes are to specify
that:
"The registration period will end at least six weeks after it
starts, and at least two weeks after the Editors produce their
final draft."
And to fix up the proposed schedule to reflect this change.
This new document has -not- been officially approved by the Steering
Committee. I just whipped it up on my own based on my impression of
where we are likely to go, and in the interests of getting this
process moving.
If anyone has any further comments about the details of the
scheduling (Will, I think the new proposed schedule is pretty explicit
about when things will happen...), speak up.

Even in the previous version of the schedule, registration didn't
start until May 15th -- we've still got plenty of time to make up that
form and created the necessary mailing list!
